Program Overview
CAP's Hmong UPLIFT program promotes the educational success of Hmong children and parents through a family literacy model that encourages parent engagement and intergenerational learning through four components: adult education, early childhood education, parenting education, and parent and child together time (PACT). It is the goal of the program to engage parents to participate in English Language Learning (ELL) and/or adult basic education (ABE) classes by promoting the benefits of being able to support their children's education through modeling the importance of lifelong learning, feeling more confident in a school setting, and gaining the skills needed to obtain or advance employment. The result will concurrently increase children's educational levels.

The program is offered at no-cost to Hmong residents of Portage County who have a literacy need. Program expenses are supported by grants from local foundations, such as United Way of Portage County and Freedom, Inc. Total projected annual cost for 2019 is $148,368.Education services
